It makes me kinda shale my head, actually. He says "I repent" but that's all it is! He does not change himself or actually come to regret his actions. All empty words.

No he doesn't repent. But, each step is like Head!Six training him like Pavlov's dog to follow her 'god'. He really starts to believe he is The Hand of God, deserving or not.
