I suppose they might think he'd made progress with gaining her trust before. Honestly, though, I stopped looking for logic in this show long before Kara found her own corpse.

It's really interesting to watch with the knowledge that all of this was really for nought, since the first Earth was a loss. Although I guess finding the second wouldn't have happened without it.
